ZakVNIIMS is an Institute involved in Legal Metrology.
The history of the development of Legal metrology in Russia is closely connected with VNIIMS. Throughout its 110 years history the scientists, who are highly professional experts in theoretical and applied Metrology, in cooperation with other institutes have been setting up legal and regulatory basis for metrological activities first in the Russian Empire, then in the Soviet Union and now in the Russian Federation. The provision of legal metrology is one of the priorities of VNIIMS as the leading scientific organization in these issues and in the development of standardization of metrological assurance. The contents and focus of this work are determined by a well-known principle i.e., effectiveness of the mandatory metrological requirements, rules, regulations, guides and other standards and normative documents directly depends on their legal study. With the beginning of the era of economic and other reforms in the country significance and scope of enforcement of legal metrology have increased many folds. For many years VNIIMS has been a Scientific and Metrological Centre developing a framework for assurance of measurement uniformity as well as doing the measurement tests. The VNIIMS contribution to this metrological field can hardly be overestimated. Owing to direct participation of VNIIMS scientists System of testing of measuring Instruments in the country was established and developed. The system was underpinned by the standard documents GOST 8.001-80 and GOST 8.383-80. Every year the number of type approval instruments tests keeps growing significantly. VNIIMS has developed and implemented a computerized database of the State register of measuring instruments. The database developed and maintained by VNIIMS serves as a foundation for automated information system ‘Metrokontrol’ and is used by all metrological bodies, accredited to verification of measuring instruments.

Perspectives in Metrological Activity

It is necessary to restore in the country role and importance of metrological assurance.

The basis for restoring metrological assurance is the development of organizational grounds of the whole metrological infrastructure of the economy.

The major objective for the development of the grounds is the management of metrological activity by:

  • federal Executive Bodies;
  • head and base organizations for Metrological Services;
  • organizations with holding structures;
  • medium and large unitary enterprises;
  • small businesses and individual entrepreneurs.

Another objective is to solve metrological assurance problems in production. There are two groups of challenges that can be identified:

  • definition of the role and place of metrological assurance in production management and its relation to the quality management system;
  • description of measurement assurance as a business process;

Many metrological divisions, already operating or are just being established at some enterprises, are not aware of their role and place in production management system. Thus the tasks of metrological activities should be considered within the structure of enterprise management.

Metrological activity tasks have to be defined for every stage of the life cycle of the product and special technical devices for accomplishment of metrological work (measuring, testing, control, information systems, etc.).

Unfortunately, there is practically no experience of describing metrological assurance, as a business process now. As a matter of fact the solution to the already-mentioned tasks is mostly connected with such an approach.

It would therefore be expedient to include in to the description of functioning of the metrological assurance system inside the enterprise and the operation in the business environment.

Assessment has to be made of the impact of metrological assurance on product competitiveness, working conditions, environmental safety and economic performance indicators of the enterprise.

Risks of non-compliance with legal documents have to be revealed in the field of industrial safety and environmental protection connected with drawbacks in the organization of metrological assurance.

Methods have to be worked out so as to assess the overall state of the metrological activities in the region, for assessing availability and cost of services in the field of metrological and measurement uniformity assurance, as well as foreseeing the development of system of metrological assurance and system of services provided in this area by external organizations.

One of the guidelines of the institute’s metrological work is information service. This work has many aspects, among which the following three can be highlighted:

  • information, statistics and review data;
  • metrological recommendations for different kinds of metrological work;
  • standardization in the field of metrology and metrological assurance.

Metrological assurance and measurement uniformity requires special knowledge and skills. Specialists and organizations may not often do certain types of work, they need methodological manuals to help them. At the same time these methodological manuals call for summarizing the experience in different areas and providing consistency in the approaches and techniques for obtaining the required results.

The main task is methodological assurance of the following types of work:

  • attestation of measurement procedures (methods);
  • metrological Assurance of measuring instruments;
  • metrological examination of documents;
  • metrological Support of Tests in the workplace and laboratories;
  • metrological Support of tolerance control of the product and measuring systems.

Of special importance in the development of metrological assurance is the competence of laboratories and specialists involved in metrological support. That is why assessment of their competence in the field of metrological assurance and measurement uniformity is so important. Two groups of tasks can be identified:

  • competency assessment during accreditation in the field of measurement uniformity assurance stipulated by the Federal Law «On Assurance of Measurement Uniformity»;
  • competency assessment of measuring, testing and control laboratories rendering metrological services on a voluntary basis.

A list of priority scientific and technological work that has to be done for development of scientific, metrological, economic and information grounds for metrological assurance ensuring traceability in the country.

Performance and development of this work require highly qualified personnel. They are not limited merely to metrologists, but also system specialists, economists and IT specialists.

The question of funding these works inevitably arises. It is possible to rely on the State Budget, though it is hardly farsighted. A more productive way is to draw investments from those for whom this work is to be carried out. It is therefore so important to demonstrate the effectiveness of a top level metrological assurance to every enterprise, which performs measurements and thus motivate them to cooperate with «VNIIMS» that has a many years’ experience in this field.
